It's all about the people
I've always said that the most important part of a CISO's arsenal is the people.
As a security professional I have always tried to cultivate a good working relationship with the staff I work with on a daily basis, everyone I interact with regularly, but also act as a trusted advisor to everyone else in (and out) of the organsation.
I remember sending out security awareness notes to the whole organistion. I would often get back at least a half dozen notes within a day from people who have had negative security experiences related to my message.
So, yes people are the most important part of the equation.
