Systematic fraud in PayPal. Real or not?
It seems that an enterprising citizen has uncovered systematic fraud using PayPal/E-Bay systems.
It is a multi stage deception that leaves PayPal out of pocket.
The scale of the fraud is probably small enough that it is more cost effective to write it off than it is to investigate, remediate and prosecute.
