The Digital Economy Bill is aimed at 'fast' digital communication services. Fast being the key word here. 10 MB/s is NOT fast. and will be considered 'dial-up' in the next 5 years,
There are other good things in the Bill; Ofcom has new powers enabling consumers to switch services. It creates an Electronics Communication Code. Provides protection from nuisance calls.
It also has some controversial aspects; it criminalises the mere consumption (watching/listening) of pirated content and puts an age gate on sites hosting adult content.
