You can have BCP, but without tested DR, what's the point?

So over this weekend there have been 2 major IT failures. The BA failure is being blamed on power issues. Capita, who provides IT services to a number of local councils in the UK have suffered a major incident meaning that may citizens are unable to access services over the long weekend.

While it is lamentable that production systems have suffered losses this point out two major issues to me.

1. Lack of effective change controls.
2. Disaster Recovery failure.

The best Business Continuity in the world is useless unless you exercise it in a simulation of a real world situation. DR Testing has become lazy, testing individual components may prove that they may be able to be recovered, however this does not take into account a real world incident.
